Reading the enforcement statistics, for Newcastle upon Tyne, for the last quarter they do seem a bit weighted towards Hackney Carriages.
228 vehicles checked. 179 were Hackney Carriage Vehicles 33 were Private Hire 16 were ‘out of town’ plated vehicles.
Given all the ‘Hoo Ha’ about ‘out of towners’ over the last few years it would seem to be a kick in the teeth for the Hackney Carriage trade. It’s blatantly obvious that there has been a problem with these cars as there has been court cases as to the legality of them, countless meetings between various Local Authority licensing officers, much said in the press etc.etc., not least the underlying safety aspects, the potential dangers of spurious Taxis to the travelling public and still when carrying out their overt enforcement duties, licensing officers and the Police overly target legitimate licensed HC’s. On the face of it the enforcement statistics show a complete disregard for everything that has gone on before.
The Council would have had many more complaints about Private Hire than they did Hackney Carriages, albeit from HC’s complaining about PH and out of town plated vehicles, yet they obviously targeted HC’s, over this period, more than PH.
The Councils’ answer to this is: “we cannot be seen to target PH and not HC” or words to that effect. Granted but ‘Easy Target’ comes to mind. Big black cars parked all over town with large illuminated signs on top.

What I Do Have an Issue With is From the Councils Own Figures, More Hacks Have Been Stopped than Any Other P/h, Out of Town Plates, etc.
What I would like to see is a Similar Amount of Vehicles from Each Area, Stopped and Checked.
The Figures Should Also Show which Licensed Area they Where From.
In Addition, Vehicles That Are Pretending to be Taxi’s (i.e. Top signs, No Plates, No Markings or Vehicles Cruising Slowly Past Ranks, Hoping to be Flagged Down), Should Also Be Targeted and Listed in These Figures……..”

I could go to the jury’s right now and get at least 8 noda private hire (double at weekends), or the premier in on newbridge street and get a similar amount, how about Friday and Saturday nights, I wonder how many ace cars I could check outside the 3 mile, or Blueline on the fire station court, or abc cars anywhere round the Westgate road, Clayton street junction area, or a line up at the crofters, Gateshead central outside the travel lodge etc etc etc …

What everybody seems to ignore is that enforcement tends to be done on a busy friday or saturday night when the vast majority of Newcastle hacks are working the streets of Newcastle city centre.
Most private hire don’t have to sit in town to get work and may come in and out of town a couple of times per night maximum unless their offices are based in the town.
Out of the 1000 newcastle private hire plates I would estimate there would be a maximum of 500 working at peak times across the whole of Newcastle upon tyne on a busy friday or saturday, unlike Hacks the PH don’t all need to be in town waiting for work as we do door to door work outside of the town centre occasionally coming into town to take home the odd customer.
Take all of this into consideration and you will see that the ratio between checks on PH and HC are about right, the amount of checks on the out of town cars is a different matter on which the council needs to improve on.

at 7.00 pm the other week i was sitting in a friends car, and he showed me that they had over 150 cars on the road and no work, and no that wasnt newcastles bigggest firm!
why do you think that phalf the private hire trade need not work on a friday and the whole hack trade has too? both trades are being affected by the reccession, and there will be more of BOTH sides of the trade out late at weekends compared to 3 years ago!
and dont and try and tell me that the hack trade is all evening work! do you not see the cars ranked up picking up shopppers through the day, or all the cars who pay for station permits!
the reality is those figures are so one sided… you say that not many private hire cars come into town (joke itself that!) … well as I said, dont enforcement have transport!? cant they go to the places i mentioned on another thread, cant they drive round places and see the drivers parked up all over waiting for a job! if i drive around through the day i see god knows private hire sitting round reading papers, are these cars invisible to enforcement?
or we all know that the peak period for private hire is untill 12.00 pm, then it dies down, why not target offices then?
can they not be bothered or is it cause the private hire trade never asked for enforcement!

im glad to see one of our private hire collegues has noticed this too. as i have said in previous postings,this Council,and for that matter Plod,seem to think that `Law Enforcement`only requires to be undertaken at the busy times,as if it don`t matter during quiet times.
When are these people going to take things seriously and do their jobs.
Whats wrong with random stop and check on `non newcastle plated` cars operating in newcastle during the week.
Don`t give the the same old `crap`about lack of personel to carry it out…..we pay for it through our license fees etc.
Money can always be found to dig more holes in the bloody road,leave them a few days then fill them in.
Or to pay drivers to take the cleaning wagon round at 9/10pm before most kebabs have been made…let alone squashed onto the path.
Or even to subsidise that Quaylink bus joke,that we see every night of the week,empty,bar the driver,roaming around the streets,(i feel sorry for the poor b““d of a driver who looks bored to tears)
It`s a stupid comment,but ill make it any way,has our `illustrious Council` sold the safety and transport problems to a certain `out of area` company,to supply the city with `taxi lookalikes` so that the Council dont need bother with enforcement. From where we(drivers) sit at night,watching these `cowboys`,charging 1/2 our fares in some cases,to steal the work that WE(newcastle licensed drivers` have paid the council for the right to do…it certainly looks that way.
Incidentally,the `council`,from what I heard,were not in favour of a reduction in fares,however small,saying i believe the comment was` we cant go back over to cheaper fares`,despite us being in a ressesion,and in line with other businesses,currently reducing prices,increasing sales,or shedding jobs.
Why cant we reduce fares to try to be more competitive,and if we cant reduce fares,(basically bullshit,meters can be set to what ever is require,within limits)why does the council do nothing to stop these `out of area` cowboy firms,coming into town and stealing legitimate drivers livelihoods.
Is there a secret agenda i wonder to `srew the legitimate driver` because we dared to say anything about certain `out of area` forces invading our city.
As i have commented once before,the apparent attitude of this council to the enforcement problem,if the Country had taken this attitude in 1939…We as a Nation,would all be speaking German by now! (No offence to any German drivers or people who may read this) for God sake Newcastle City Council…..GET A GRIP….before you wake up and find YOU have no say in the taxi trade in YOUR OWN city any more. After all,when its controlled by `out of area` company`s,why should they take any notice of YOU…after all You keep telling them You have no control over them….dont you……THINK ABOUT IT !

I have no more right to fares from any part of the city,than any other licensed hack or private hire car,provided that which ever car gets a job is doing it legally,and as for the comment concerning NODA offering a 10% discount on any fare booked through the window at the station,you are perfectly correct in what you say concerning taking jobs at cheaper fares when there is a rank not 10 meters away.
Personally,I think that any driver who undercuts a fare just to bump other drivers is to be honest,a right `c“`t,and in 20 plus yrs as a hack driver i have never done that,and will not be doing it in the future. I may have unknowingly bumped another driver for a fare,or taken a job out of turn,having first asked the first car if he would do the job…..and having had the offer refused for what ever reason…..but cut fares to do it….no…ask any hack u like.
Incidentally smudger,if you have any complaints about that offer,i suggest you see Suli,it was his offer and non of us were consulted before the idea was put up,personally I have yet to have a job from the office,to apply it to,neither have i had a job to pick up from the Gate,where a similar offer im told applies…..again one of Suli`s bright ideas.
Might work for NODA private hire cars,it dont work for us hacks.
Obviously the general public can phone who they like,and this is why most people are regarding the `hacks` as a bunch of `thieving ********` to be avoided at all costs,due to the limited few ********* we have slowly destroying our business by their overcharging and cherry picking antics.
This is why im working 10/12 hrs a shift for £45/50 and other p/h companies are reportedly making twice that while i sit collecting parking tickets.
I have said the hack fares are too high,and should have been sorted out,maybe even dropped,but certain owners of multi car fleets etc,are more interested in trying to justify high rents for their cars than giving a better service,by employing better standard drivers.
That is why i made the remark aimed at the council regarding germans from a particular era…..if the council made sure that only drivers who knew the area got a badge,and not have to rely on bloody satnav systems to find jesmond,both private hire and hackney trades would be a damn site better off.
Look at London…yes a cab can have satnav if the driver wants it….BUT he or she MUST first pass The Knowledge…is that not a better idea.

I have to ask where thesefigures come from, 33 Private Hire checked in the last quarter seems very low, considering twice so far this year enforcement have been in the East End of Newcastle pulling every PH on the byker pass and surrounding roads plus they also turn up at the offices and demand that cars are brought in for inspection. They then do the usual thing and ignore all the out of town PH parked up all over the east end of Newcastle blatantly plying for hire.

@Stephen Jubb, The figures stated come directly from Newcastle City Council for inclusion in the monthly newsletter. Maybe the next quarters statistics will read better.

@North Tyne Driver… are you on medication or just a bit *?*******? Yes I have 5 out of town hacks but each and every one of them has a Newcastle PH badge, they also have all the right signage and top signs and as soon as I am informed that the Berwick fiasco is at an end they will have to find work elsewhere or change to Newcastle, which is the way it should be.

Norman can you try and find out if there is any truth in the rumour that Mr. Shanks claimed excemption for his Polish tuition fees at North Tynseide College.
I know he makes a reasonable living as an operator but he should pay for this like the reat of us.
