Many councils are facing “the worst financial settlement for a decade”, raising the prospect of sharp spending cuts or council tax rises above inflation, local government leaders warned yesterday.
Labour’s new squeeze on public spending began in earnest yesterday as town halls were told to make £4bn of cuts and were warned they would get no more cash from Whitehall to cope with the downturn.
Council leaders said the move would lead to a big rise in council taxes and cuts to frontline services, but John Healey, local government minister, said he was sticking to a three-year funding deal that began in April.
London councils led the campaign for extra government cash, but Mr Healey told MPs that the settlement – an overall 4.2 per cent increase for English councils in 2009/10 – was “fair and affordable”.
The squeeze comes in the week that Alistair Darling, chancellor, announced a tightening of public spending after 2010, when real-term increases across the board would be cut to 1.2 per cent. Capital spending is to be frozen in cash terms after 2011 and government departments can expect to get billions of pounds less in expenditure than they were expecting.

What this story illustrates is that if Councils try to raise Council Tax,to make up for Government cuts in Funding,they will be capped. A shrewd Council therefore,rather than risk being capped, looks for alternative ways to make money. ‘Voila’ Parking Control on a vast scale..Instant Cash..Nobody is speeding anymore so we’ll get them for parking!

lets remember councils and governments while wanting to take the credit for things by saying ” what we have achieved ” “how we have improved service” etc etc THEY HAVE DONE JACK SHIT they only devise ways to take money of us and then spend OUR money in a fashion that THEY want to.
