This Berwick thing just won’t go away. We have had a Court case, Council meetings, meetings between neighbouring Councils, meetings between Licensing officers from neighbouring Councils, countless meetings and newspaper articles, protests from the Taxi trade in Newcastle and yet some 9 months after the Judgement by Mr. Christopher Symons Q.C. we are still in the same position.
Berwick plated cars are still running around as Taxis on Tyneside and elsewhere even though Berwick Council no longer exists.
Now Northumberland has put out a consultation paper, asking the drivers of all Taxis licensed by them to comment on the Draft policy. Northumberland Council want to know ‘how best to hand out new taxi licences’
Are they genuinely going to the trade and asking their view? Do councils ask for our views on every decision they make about taxi policy? (If they did we might all be a lot happier)
This questionnaire goes out to all Northumberland Hackney Carriage drivers, including the ones which work outside the County, their answers will be heavily weighted to favour them keeping things as they are, won’t they?
Does anybody think they should ask those of us who have been affected by the issue of Northumberland plates, to work in other areas, what we might think?
Maybe this is the way to finally put this thing to bed, maybe when every answer to every questionnaire has been scrutinised and there have been several more meetings to hammer out the final policy, maybe then Hackney Carriages licensed in Northumberland will work in Northumberland. Why is it so hard to work out? Throughout this country Hackney Carriages work in the area in which they are licensed, throughout the world Taxis work in the areas where they are licensed. If not why bother having a licensing policy for each Council. Why not have one Taxi licence throughout the Country? (There are actually people who would go for that) The truth is it would be impossible to police. As we have seen with Berwick, there have been drivers flouting the law safe in the knowledge that enforcement was 60 miles away up the road. Some are being and have been prosecuted but they are few and they have only been brought to book because local Hacks have made so much noise about them.
My Council writes to me intending to prosecute me for not having insurance cover, I call them and remind them that I sold the car 3 months ago. My Council writes to me warning me that I will have my licence suspended for not having an up to date fare table on display in my vehicle. I call them and remind them that on the two occasions I have been to collect them (six weeks after fare increase) they have not been delivered by the printers yet. My Council writes to me to inform me that I was seen driving without door decals being properly displayed. I call them and say I had just come out of the car wash. “OK but you have been warned” The list could go on but my point here is : these are all minor trivial matters which should of course be dealt with but when it comes to hundreds of Taxis running around another borough, when a Judge has said “ Aweh! Lads get yer act together and issue these licences with a bit common sense” and that’s what he said, in common Geordie parlance that’s what the man said, we are still sitting here watching them drive around, on the one hand taking work off the office cars who did everything properly, got licensed and badged up by their own Local Authority and on the other hand cruising around the City centre and the Coastal nightspots picking fares up wherever they can, taking work from legitimately licensed Hacks safe in the knowledge that it will be very unlikely that they will get caught. Meanwhile the Council starts to act like they are employed for a reason and starts sending out ‘Mystery Shoppers’ so the Private Hire start getting hammered, Hacks start getting parking tickets because they are not as busy as they used to be and so are sitting around a lot more. Berwick driver keeps on going, laughing all the way, untouchable, outside of the law because no one really knows what to do with him.
We have to admit it’s the way the world is now, well the U.K. anyway, you do everything properly and they will get you for something. You do everything wrong and nothing happens. Read any paper any day of the week and I guarantee you will find injustice, sometimes trivial sometimes shocking. I don’t need to spell it out, everyone reads the papers and the country, the law and the masters have all got it arse backward. This Berwick saga is but one small example.
I may be wrong , we shall see what the outcome of this consultation is but I’ll bet we will have Berwick plated cars with us through the Christmas period and well into the New Year.

Why shouldn’t Northumberland plates Pick up in Newcastle? Dose Noda taxis Knot pick up in Northumberland, if indeed the costumer phones the Newcastle office to book? I understand there is one operator among us who has a Tyneside operators licence and a Newcastle operators Licence? I hope he doesn’t get is hands on a Northumberland office. After all he has the capability. Food for thought.

NODA taxis do the majority of there work in newcastle upon tyne. whereas the nothumberland plates do none of there work in berwick!
SOME people will continue to try and exploit whatever loophole they can find, but believe you and me, it isnt in the best interests of any DRIVER!
Hi Berwick plates are a major issue but there is another issue around the corner Tynedale plates are readily available aswell.
There is a new taxi company in our area of Northumberland and they only have Tynedale & Berwick plates but have a Northumberland operators license and have North Tyneside rates in there meters.What on earth are the council playing at these days?
there is no such thing as a tynedale hackney plate anymore,they are northumberland hackney plates with the letters TD on them which denotes they are licenced to ply for hire within in the tynedale area of northumberland,when these plates are issued you have to sign a statement of intended use as to how you are going to use the plate,if you use these hack plates to work out of area as ph,ie in toon or noth tyneside tynedale will,or have said they will pull your plate,as you have signed statement of intended use saying you will use your hack licence to work predominatley in your licenced area,but idont know there stance on tynedale hacks working as ph cars in other northumberland areas because they are northumnberland licenced,your best bet is phone licencing in tynedale and ask to speak to george or david who will give you their take on it,the office i work from did have tynedale operators licence but has automatically been granted northumberland ops licence because officially tynedale no longer exists as an independant licensing authority.the problem is northumberland council are frightend to scrap the zoned areas because certain areas have capped plates and they are worried about the backlash from cabbies within these areas.
there is a driver who has just set up his own company not far away in Northumberland he only has a TD hack and a Berwick hack they have both only been plated 2 weeks he has not been made to sign any forms to say where he will work and he has been given permission to open an office that is not in either of the areas he has hackney plates for he has 2 hacks 1 berwick and 1 tynedale no private hires but has been given permission to open a private hire office and do 100% of his work out of either district ? We have always been told our hackneys must have the correct tariff in the meters he has been told in writing he can charge and display on his meter what ever he likes as long as it is not above what they are now saying is only a recommended amount.
Do you think that flimping every night in Grainger Street (and everywhere else) in Newcastle City Centre will count as working predominantly in their licensed areas?
As for the so-called ‘statement of intended use’ policy – we all know what the intended use is. You only have to ask the Newcastle Hackney Carriage drivers about this.
No need for Northumberland Council to worry about a backlash from cabbies because in the run up to Christmas and without any enforcement it’s the coming bloodbath they really need to worry about.
@Jabber The Hut, no i dont think working in the town is working predominantley in their own area,and i never said it was,next time you see a northumberland hack doing this get there plate no.and phone tynedale licencing section,if its a “td northumberland hack” ask for george or david and ask if this hack lic signed a statement of intend use form and if they did ask if they,the enforcement team are going to do anything about this plate working outside their area.
@smokin joe, This all sounds feasible in principle but as we all know this will never be entirely successful in practice for two main reasons.
The first reason is because a considerably high proportion of the Tynedale and Berwick drivers are either related to or friends with many of the current Newcastle Hackney drivers.
In Newcastle we had a massive waiting list of drivers hoping to get a Hackney plate and by the time we finally got off our backsides and forced the council to cap the plate issue at 788 we had acted too late in order to stop the decimation of our trade.
As a result of this action by the council the vast majority of these drivers went out of town to get their Mickey Mouse licenses. Make no mistake about it they always intended to use these in Newcastle City Centre.
These jokers will sign any statement you care to give them and then pi** all over it. They only have one intended statement of use as far as they are concerned. So I don’t think that George or David at Tynedale licensing will fully understand what is going on here.
The second reason we cannot stamp out all this illegal activity on our streets is due to the complete lack of cooperation from the council to properly tackle this issue. It should not be up to the Newcastle drivers to do the enforcement officers’ jobs for them and then be left struggling to prove that this or that happened when trying to confront issues.
I stated in the first reason about the difficulties we have and this means that only a minority of the Hackney drivers would take an active interest in assisting the council in stamping this out. It cannot be overstated how much of a problem we are faced with here and as we are coming up to the busiest time of the year we are looking at a complete free-for-all on our streets.
If what we had to contend with was happening in somewhere like Birmingham I can assure you that we would be reading about convictions every single day in our papers and it would be for a lot more than driving while under the influence of alcohol.
